1.1       BACKGROUND TO THE STUDY

            Is public relations an effective means for grassroots development? For years, development theorists believed that public relations is an ideal instruments to bring about development to the rural societies.

            This study assesses the potential of public relations from a different perspective by examining the impact of public relations as a component of grassroots development process.

            Besides, having realized the essence of public relations to grassroots development, the challenges facing them that serve as limitations to enhancement of their objectives also trigger the curiosity to carry out this research work.

The institute of Public Relations defines public relations practice as: “The deliberate, planned and sustained effort to establish and maintain mutual understanding between an organization and its public”.

Bearing in mind the definition, the appointment of a public relation officer in a local government administration may be seen as important as it contributes to grassroots development.

From the above background, it’s obvious that grassroots development is a positive element that is highly welcomed. Public relations accelerate growth in the grassroots by serving as an intermediary between the local government authorities and grassroots dwellers.

            Thus, for the continuity of grassroots development of the country to be guaranteed, the need for public relations roles in grassroots development cannot be over emphasized.

            However, it is hoped that our findings will help to ascertain the impacts of public relations in grassroots development.
